Introduction

In most Extended Producer Responsibility for Packaging (EPR) systems, day-to-day delivery is handled by a Producer Responsibility Organization (PRO) or "system operator." A PRO registers obligated companies, collects and manages producer fees, tenders and oversees collection/sorting/recycling services, compiles compliance evidence, and runs public education. PROs are generally supervised by an environment ministry or designated government authority to ensure a level playing field.

How PROs carry out their various tasks can depend on their set-up. Across countries, PROs vary along four main dimensions: who governs them, whether they’re nonprofit or for-profit, whether they operate alone or alongside rivals, and how broad their material scope is. That architecture influences how PROs go about achieving their.

• Industry-led vs. state-led. Most PROs are set up and governed by industry (producers and trade groups) and supervised by the state; in some countries the PRO is embedded in, or operated by, a public authority

• Non-profit vs. for-profit. Industry-led PROs are commonly organized as non-profits owned by producers; some jurisdictions allow or require for-profit PROs that compete for members (as in Germany and Austria).

• Single-PRO vs. multi-PRO markets. Laws may designate one national PRO or permit multiple PROs in competition. Regardless of their structure, governments remain responsible for targets, enforcement and transparency.

• Scope by material. Some PROs cover all packaging in one system; others are material-specific (e.g., separate PROs for glass versus other packaging), which can influence fee setting, monitoring complexity and producer admin.
