Overview

ISO 14064 is a three-part international standard that helps organizations measure, manage, and report greenhouse-gas (GHG) emissions in a consistent, auditable way. First issued in 2006 and revised in 2018–2019, it was created to meet growing demand for comparable, verifiable GHG information across voluntary and regulatory programs. Unlike broad sustainability frameworks, ISO 14064 is a technical, requirements-based standard families can certify or verify against. It differs by splitting responsibilities across three parts: organizational GHG inventories (Part 1), project-level reductions (Part 2), and independent validation/verification of GHG statements (Part 3). The standard is developed by ISO/TC 207/SC 7 (ISO’s climate change management subcommittee) and is programme-neutral, meaning it can support many reporting schemes and markets. The current editions are ISO 14064-1:2018, 14064-2:2019, and 14064-3:2019 (all confirmed in 2024 reviews). Work is also underway to update Part 1/Part 2 and related guidance.

Current Editions

ISO 14064 has three parts, each covering a different stage of greenhouse-gas management.

  • ISO 14064-1:2018 (organization): requires organizations to design and manage a GHG inventory: set organizational and reporting boundaries, select a base year, quantify emissions and removals (Scopes 1–2 and, where applicable, Scope 3), manage data quality/uncertainty, and report methods, assumptions, and results in an auditable way.

  • ISO 14064-2:2019 (project): specifies how to plan GHG projects (e.g., efficiency, renewables, removals): define baselines, monitor performance, quantify reductions/removal enhancements, and report results transparently.

  • 14064-3:2019 (verification): sets requirements for independent validation/verification of GHG statements (organizational inventories, projects, and product footprints), including planning, assessment procedures, and competence. Together, Parts 1–3 produce consistent numbers plus third-party assurance where needed.

Businesses, public agencies, and NGOs worldwide adopt ISO 14064 towards various ends. See, for example, use cases from Mott MacDonald (engineering), Leader Energy (power), and Kaori Heat Treatment (manufacturing), each reporting ISO 14064-1 implementation and/or verification.

Current Status

In light of evolving regulatory requirements, advances in greenhouse-gas accounting practices and growing demands for credible emissions disclosures, the International Organization for Standardization (ISO) has initiated formal revision processes for its ISO 14064 series. These updates respond to new climate policy drivers, technological improvements in measurement methods and rising stakeholder expectations for transparency and assurance.

  • ISO 14064-1: The 2018 edition was confirmed in 2024, but revision work is underway. A proposed Amendment 1 was cancelled and replaced by a new work item (ISO/WD 14064-1) now under development by ISO/TC 207/SC 7.

  • ISO 14064-2: The 2019 edition is formally at stage 90.92 “to be revised,” with a corresponding ISO/WD 14064-2 listed as under development.

  • ISO 14064-3: No active revision project listed, as of October 2025.
